The Corps Class of 2022 starting number is smaller than the Class of 2021 -- which is true of the University as a whole as well, as the University took fewer admits than in 2021.
But the overall Corps strength is still slightly larger.

I get it sometimes it happens due to extenuating circumstances but I'd wager there are more than a few who won't feel like the CoC was a successful four years unless they are a 1SG or Commander.
