I'm not going to dive into the Phase I unless someone provides a link to the document, but would be interested in the old landfill. How big? When? What materials were placed there? I'm guessing that is where the PCB concern is coming from.
Radon gas is due to the substrata I'd imagine and is fairly easy to handle with systems to vent it, TDHCA has standards that deal with this routinely that need to be addressed. Radon is pretty well everywhere down here in south Texas.
Vapor encroachment can be addressed during construction, just an additional cost but basically an impermeable barrier under the foundations
They probably have more issues with the removal of cedar and the golden cheek warbler and some cave spiders or such.in caverns, but they would have an ecological assessment completed that would outline any of that.
Edit to add, septics are pretty normal in the evaluation but the new standards with PFAS make them problematic, however that truly is an overblown issue now that regulations are going to make extremely expensive to deal with.
