Almost like a slab of foam that can hold 200 lbs...

Plywood frame and bulk buy expanding foam chemicals in jugs?

Does it have to be solid foam or can you build a frame of 2x4s and plywood and then cover exterior in a layer of say 1' insulation pink foam sheets?

That says the initial thought but trying to figure out how to keep it a uniform rectangular block...

2" thick pink rigid insulation glues together very well with polyurethane glue. Not sure how precise you have to be. Just a thought.

If you live near a major metropolitan area, there is probably a supplier that makes large blocks of foam for construction applications. If you can find one of those, it probably wouldn't be that expensive,...

Otherwise, 2" XPS foam glued up is probably a good option.

That's what I was thinking, just not sure what kind of company and what exactly to ask for.

It's for my daughter's color guard at Consol...

Are they using them to stand on? If so, a 2x4 frame with a plywood shell layered by 2 sheets of 2" foam should be extra sturdy and soften any impact if someone falls.
