Came across this splash block that appears to be backwards when removing some dying Asian Jasmine. It was mostly buried under dirt, and I plan to keep the gutter extension anyway, but should I also chip away the end part of the block so water would drain out if for some reason it's leaking out of the gutter?

Planning to cover most of this with rock anyway, so it may not matter too much in the end.

Sorry forgot to mention I dug down about 5 inches and still didn't find the bottom of it. It's not one of those kind you just slap down. Correcting it wasn't my main objective today, so I just shoved some of the dirt back and finished the other work. Didn't even know it was there until I removed a bunch of dirt and debris.
