False. Not sure why you're choosing this hill to die on. Edit- Yes, you can overlay them, it's just stupid. It's saves you very little money, and reduces the life of the shingles. It's also illegal in most cities. Putting a second layer of felt on is usually only down for increased footing for steep pitches, and has nothing to do with cost.
