I cut it down to 2ft tall and sprayed with roundup a month ago. It is now back to 4ft tall and full of green foliage. Must kill plant!

OP, for our sake please do this and report back ASAP:

I would drill several 3/8-1/2 inch holes in the trunk near the base at a downward angle and fill each of the holes with Roundup concentrate.

Using Glyphosate concentrate at the roots might burn the tree back a bit, but it likely wont kill it. Glyphosate has best effect from being sprayed directly on to the plant. It soaks through the leaf.

1 part remedy to 4 parts diesel is your best option. That will burn it to the ground.
