Operable or fixed? It's a pretty easy DIY depending on the look you want. A fixed shutter on a square or rectangular window is super easy.

Cedar is perfect for this application.

if you are buying pre-made the go with vinyl over cheap wood...cedar if using wood

Looking for fixed shutters. It seems like vinyl is the way to go since it won't rot and the paint won't peel.
