Why haven't the producers of "Trading Places" sued that lunatic over his use of "Randolph Duke". If I had the time and money, I would buy the rights to the name, and ban his use of it, since he is clearly causing damage to the reputation of the movie and one of its main characters.

I am sure he meant "No Comment". Because there is no way the Texas Attorney General would ignore such corruption and fraud perpetrated by state employees.
