Making it up as you go along is what you do. You enter a situation and react to what others do. You don't have a plan or coherent thought so you end up finding yourself backed into corners and claiming "I meant to do that".
No one is accusing you of being intentionally deceptive. You're just a half witted moron whose fate is in the hands of others.
Similarly, Charlie has no plan. He doesn't have an agenda that he wants to implement. Instead he's left reacting to what the sip propaganda machine churns out. Once Ketch ran stories about Five Core Values and Putting the T back in Texas, Charlie claimed "I meant to do that"
By comparison when Sumlin was first hired, Liucci et al made a big deal about his "Get a Dog" quote. When asked about if that was going to be his team's motto, he said "Hell no! That was just some throw away line" and no one has heard it again since.
