In the first place, MLB has already said they'll stream the games (& pay the team accordingly), precisely in the same way that they have for the Padres and Diamondbacks. Granted, the money won't be the same - probably $70mil as opposed to the $100mil they were getting from Bally, but I think a decrease was and should've been anticipated. Some of the narrative that I've seen seems to suggest that the Rangers will get no TV money at all, and that's simply not true. It just won't be as much. As for local/regional broadcasts, they might well have to do it for less money than in the past, but still - someone will want to step up and carry the games.
I would be more inclined to think if the Rangers are going to use that as an excuse, it would be because they don't WANT to spend more (or as much) on salaries as they are currently - and not because they can't.
As far as CY is concerned, I'd be shocked if he left. I heard it discussed by Jeff Wilson, and it sounded much more like a hypothetical than a real concern. He simply pointed out that CY's contract is up at the end of the season - he didn't say he was leaving or anything, just that it was something to keep an eye on.
