I'm not arguing with any of that. My point is he very likely could have actually had a conversation with someone and make that happen. Instead he's griping about it in the media which does nothing. It would be great if he said "I had a conversation with the head of CenterPoint and we got GRB up for a cooling station!" but he didn't.
