They controlled him next year. They avoided arbitration by signing him to $30 M. He would have gotten something similar regardless.
This is correct. Some speculate the reason the Angels signed him is that arbitration might gum up the works of any possible trade. In other words, with Ohtani signed anyone interested has a firm figure on his salary for the coming season.

He chose a team who wasn't too far from contention (would have been tied for the final WC spot if 2017 had the 2022 format) and had the best player in the world. As a 23 year old from Japan, he probably thought west coast was the best option. On top of that they probably recruited and sold him on their future. 5 years later, he's allowed to have a different opinion and regret it.
