Except most teams are so far under it it's meaningless. $232MM versus $252MM doesnt matter. They are Are choosing not to spend. If you are at $150MM you have tons of room. So whatever the lower limit is doesn't matter. It's not keeping the top teams from spending and it's not forcing players salaries lower to force them to choose the teams below the CBT.
