That's exactly what will happen for our bullpen. Give Graveman 8.5-10 for 2-3 years. Give Garcia a one or two year deal. For position players, probably sign Madly to another one-year deal to give Lee plenty of time to be ready. You already have Castro. Or maybe you just roll with Lee. You can try to sign another utility guy, but probably just roll with Diaz on the infield until Pena / Leon are ready.
But really confused why you are down on Stroman, he has a longer history of success and actually pitching a full season than Rodon. But I would also go all in on Thor. I'd also try to give Verlander a one-year prove it contract or a two year deal with a one-year player opt out.
Also don't know why you think anyone is "higher than we're going to want to spend". We are going to be in the market for a top-flight starting pitcher after we take Verlander and most of Greinke's off the books and not needing to spend outrageous sums on our outfield.
