Relief pitchers and more so closers are the last thing rebuilding teams need. If he's the best asset he seems like an ideal piece to move.
I'm personally in the "trade bullpen arms as soon as there is legitimate interest" camp, but if they choose to keep him it's either because A) they think they will get a better off-season offer or B) because they think he'll be a key piece going forward.
This idea that Texas is about to go through (or really in need of) a rebuild that takes them into 2021 and beyond is something dangled only by casual fans. They've got a small core of players signed through '21/'22 and a ton of money to spend -- much of what happens next season will depend on free agency recruitment, but they aren't punting 2019 already so Kela isn't necessarily expendable.
