Every event in baseball has a "run expectancy" associated with it. They add all of it up and come up with that number. It normalizes sequencing (getting lots of hits or walks back to back or allowing them back to back). Another way to think of this is, 9 hits in 1 game. If those 9 hits happen each inning, that team likely scored 0 runs.
