1) The Rangers were down to $1.6ish million in signing money but while they did add significant amounts back via trades, not all amounts have been disclosed. They can't trade for more than about $3.7 million in total.

3) Players who sign for 10k or less don't count against your bonus pool. So, the Red Sox for instance still have that $178k. While it's small change, it's important because bidding is won on the margins.
