It's City. FA rule 17.6.5(a) states very clearly "no punishment shall be handed out to any player for Manchester City FC for any transgression on or off the field of play and no punishment shall be handed out to the team, ownership or member of the staff for Manchester City FC for any wrongdoing at any time."
Rule 17.6.5(b) then follows and clarifies "when the ownership and management of Manchester City FC break any financial rules of the FA, the FA will immediately censure and dock points from lower table clubs, to include but not limited to Everton FC and Nottingham Forest FC."
It's very clear.

This ruling is pretty entertaining. So EPL was going after M.E. tied clubs because of sponsorship deals with associated companies, all while other teams like Arsenal were JUST FINE taking $200 million in interest free loans from shareholders.

This is about interest free loans. So that 200m loan that Arsenal has gonna have to have some interest applied to it. With the ways all these owners and businesses work, they'll have to slap a 2-5% interest on the loan and call it a day which is the way it should be. No team should be able to borrow money from their shareholders (owners) without having to pay some sort of interest on it.
