He also hasn't been coming to London for games for a much longer period than this Ukraine conflict has been occurring due to animosity between himself and the government.

Tax consequences are more likely. Definitely would qualify as cancellation of debt income. But you don't do transactions of this nature without having an army of lawyers who are very good about structuring those transactions and minimizing the tax burden. So frankly I doubt that really puts a dent into anything from that perspective either.
Even without exploiting the system, if Roman cancels the debt, you can just raise the purchase price by the associated tax burden. That's still a heck of a deal in comparison to purchasing the debt outright.

Hansjorg Wyss, 86, the richest man in Switzerland.
Todd Boehly, 46, American with ownership interests in the Lakers and Dodgers.
I also read that Abramovich wants offers by tomorrow so negotiations can begin sooner rather than later. I'm sure others will present offers, but these seem to be the front runners and Abramovich has already been in contact with them. I just doubt that it's Wyss considering his age, how much can he care about such an acquisition? Boehly already has experience in professional sports ownership and tried to buy Chelsea a few years ago but couldn't agree on price with Abramovich. Ratcliffe would be good since he's British and he'd own the most value EPL franchise owned by a Brit, currently that spot is held by Tottenham. My gut says it's going to be Boehly, he's young, professional sports ownership in his background, a pre-existing interest in the club.

I don't know what size makes sense but they currently sit at 9th in the EPL in stadium capacity with a team that is in London.

Chelsea is screwed.
If they miss payroll, that may well be a breach of contract… if true, that means they could lose everyone to free transfers this summer.
