If you can freeze it at the right spot at 0:03, you can see that his elbow appears down on the green prior to anything else being OOB. Anything other than hand or foot on the ground = down. He probably had a knee or other part of his body down as well but the elbow was good enough.

Either way, its his call. I have to believe he CLEARLY had him down inbounds.
