Not sure about Bush Library. Best thing is doing the park and ride at the City of Bryan courthouse.

It's about $20 cash to park there and then busses take you to the back side of the MSC! Busses run continuously and you'll find people tailgating there near the Bush School as well

Doubt it would fill up since opponent won't bring the number of fans. Check the transit parking gameday schedule to confirm when busses stop driving in to Kyle- maybe halftime. My buddy liked parking there over the years.
