No. Knees didn't touch. Ball hit an opposing player, so counts as an incomplete pass because it's the same as batting it down. Not a safety.

I was at a high school football game last week where the refs were so bad they missed a punt/turnover, and they didn't know what to do, so they made them punt the ball again. It was absolutely the worst called game ever at any level. You don't redo a play.
