I think Shepherd goes the juco route since he has to sit out anyway. May as well go somewhere and play and then come in ready to go come 2021.

You want nothing but eagle scouts as recruits? Fine, but accept a lifetime of 7-5 and 8-4 records and crappy bowls while other schools deal with big boy issues and play for national championships.
If Evans becomes more trouble than he's worth, just kick his ass off the team. It's well worth the risk for this type of generational talent.
There are legitimate scouts comparing Evans to Adrian Peterson. If he wants to come play for us, unless he's a convicted criminal, you have to assume the risk. High risk/ High Reward
I personally think he will flame out no matter where he winds up.

He can't sign another LOI but it would make him look pretty bad if he signed a LOI, backed out of it, then committed to a second school that had to turn others away because of it, then changed his mind again and enrolled in a third school.
I think if he ends up committing to Jimbo and Jimbo feels good enough about it to accept it then he is coming here.

It seems he can register for classes as soon as he gets the ACT score he needs, whether that is the Spring semester or the first summer session.
I think there may be a grad transfer DE from Temple also in the mix.

I don't think so. You can only sign one LOI per recruiting cycle. The 2019 December signing period and the 2020 February signing period are part of the 2020 cycle.

He signed a LOI, they submitted it and then after he wanted to back out, Georgia looked into whether letting him go would free up a 2020 spot or not. Letting him go free'd the spot so they let him go.
He can't sign with anyone now, but he can enroll early if his test scores are good enough, which he may have already. If he did not get the test scores, he will have other opportunities to get it before fall.
My guess is, next fall he will be enrolled in a school we went even talking about.
His enrollment in whatever school he attends is already filled with drama.
