You want nothing but eagle scouts as recruits? Fine, but accept a lifetime of 7-5 and 8-4 records and crappy bowls while other schools deal with big boy issues and play for national championships.
If Evans becomes more trouble than he's worth, just kick his ass off the team. It's well worth the risk for this type of generational talent.
There are legitimate scouts comparing Evans to Adrian Peterson. If he wants to come play for us, unless he's a convicted criminal, you have to assume the risk. High risk/ High Reward

I don't think so. You can only sign one LOI per recruiting cycle. The 2019 December signing period and the 2020 February signing period are part of the 2020 cycle.
