The drop in the rankings has less to do with conference affiliation and more to do with watering down the degree by admitting anyone and everyone to increase enrollment.

Most of the oldest public universities are land grants - UC Berkeley, Wisconsin UMass, Ohio State, Michigan State, Penn State and even some private schools - Cornell, MIT, etc.
