This was a decision much higher up from Jimbo Fisher. Keep in mind they also potentially have a civil suit from the victim coming too, they need to show he isn't above punishment.

This is the reason we are not doing these young men a service and preparing them for an adult life. Winston has probably never been told to stay between the lines. This could have all been averted many years ago when society said "this and no further". But Winston now thinks things like decency and honor do not apply to him. And his NFL future.
