I use BFR with patients on a regular basis. It can be an effective tool to limit or prevent atrophy in a muscle post op or acutely after injury when you can't fully load the tissue yet.
Never have used it for performance but I know it happens. Main concern is you can train the muscle to grow but you are not stressing the other tissues to grow in the same way. You still need to place yourself under the heavy loads, but BFR can be a beneficial supplement.
