How to fix Reebok adjustable weights

Got a used set of Reebok adjust a weights 12.5 dumbbells. I can't get one of the knobs to turn from the 9 to 12.5. I push on the button at the bottom that is supposed to release the turning knob but it won't turn. I can't find anything online on how to possibly fix it.
