Usually not runners blinding me, but some cyclists use what seems like a 1000 lumen light.

ah, yes. that makes more sense. however, the need for a brighter light on the bike is greater. Need to be able to see further in front of you since you are moving faster.

i get your complaint for sure though.

REI has the Black Diamond Spot headlamp included in one of their sales for $22+tax. I don't own this one, but gave it to my brother a few years back for duck hunting setup and he likes it. I think I'm going to pick one up.
