Back 40 is closed and was horrible.
Upscale (might not be good for the kid, though): Hemingway's, Cheryl's (in Fulton). Cheryl's takes a while, so w/ a baby, probably not practical. Hemingways probably isn't too baby friendly either.
Fried shrimp, etc: Captain Billy's Wife's Place (south side of town on 35); Charlotte Plummer's (Fulton).
Boiling Pot--crawfish, shrimp thrown on the table.
Los Comales--Mexican. More of a local place, but if you're in the mood for TexMex, it's pretty good.
Hu Dat--Vietnameese (Dat Ngyuen's family)
Things to do: I think yall will be too late for Oyster Festival, but I'm not sure. Fish. Maritime Museum (might be better for when the kid is older). Art galleries in downtown Rockport. If you're outdoorsy, Aransas NWR is nearby and is pretty cool. It's mostly known for the Whooping Cranes, but they might've headed back to the north already. There's also some boat tours--Whooping Cranes, sunset, etc. Never done them, but I've heard the sunset cruise is good.
