Cellular LTE speeds in Midland/Odessa

I live in Midland and work in Odessa and have been having LTE speed issues with AT&T's network in both cities.
The speeds vary wildly between 3-5Mbps down to 20kbps. To the point that streaming radio apps will do nothing but buffer and not play.

Has anyone else had speed issues with AT&T's LTE network in Midland/Odessa?
Is anyone using another cellular network that they think works really well or at least better than AT&T?

I'm no help, but I'm on Verizon in Midland and I would say the speeds are very inconsistent as well.

Maybe everyone is outstripping the bandwidth off all of the towers?

I currently have AT&T, because of the business data plan. I had Verizon. They both are crummy in Midland and Odessa.

I'm back and forth from Houston frequently, I've gotten in the habit of turning off LTE on my phone and just using 4G. Seems to be slightly more consistent that way, but not by much.
