To an extent, he held personnel budgeting down by implementing a policy whereby posting of most job vacancies required his personal approval. It was not uncommon for approvals to take 1-2 years.

Not a bad scam for a closeted bye-pock: dangle jobs and proximity to influential city figures, namely himself, for sexual favors and/or kickback opportunities.

He learned it from his masters, and he seems to have profited.
