Why has 610 been worse than ever the last couple of days? I understand some of the roads have lights out and that's backing that up... but 610 west between i10 and 59 has been worse than usual.

Because when HWY 6 is down it impacts 99, 290, beltway. It's not just me. Having a major road down impacts everyone and it's dumb to not elevated it in a flood way.
