Just wondering what you guys think would be appropriate for a Friday night dinner at Reef? Will nice jeans with a button down shirt be OK or do I need to wear a tie? It'll be my first time going, so I'll go ahead and ask for dining suggestions as well.

you'll be fine as described. no need for a coat or tie.
for appetizers, try the sliders or the crab cake.
I'm partial to the redfish on the half shell or the swordfish but you really can't go wrong with any of the seafood.

Is there a restaurnat in Houston that you can't wear jeans and a button down? I have never come across one.

We went there for valentines day, and I wasn't overly thrilled. Don't get me wrong, the food was good, just not quite what I expected. It was so loud we couldn't hear each other talk.
That said, you shoudl try the bacon & sweet potato ravioli.

i will not hesitate to beat the **** out of you w/ a cushioned toilet seat.
The crispy skin snapper is excellent as well as the scallops with truffled polenta. I'd give my right arm for an Asian Margarita right now. The milkshake is one of their trademark desserts
