The all passed except C (pay raise) and T (firing city manager by "survey")...including S (sue the city for anything), T (the higher more cops and tie future revenue to it), R (decriminalize pot), and other crappy ones.

So I can sue the city for not enforcing state law while smoking a joint but avoiding the 4000 cops that don't exist but are mandated by charter?

Sounds like the city is going to avoid the 4000 cop mandate by claiming the wording makes is a recommendation, and is going to point out state law supersedes a city charter so weed is still illegal (even though they're not arresting for under 2 oz which is state law).
