Streets all dead ended at Houston because more of the older building west of there had been destroyed in Trinity River floodings. It's one of the reasons street addresses on the west side of downtown start in the 400s and go up as you head east - there used to be three more blocks between Houston Street and the riverfront.
New levees were being built and the triple underpass is under construction in the foreground.
