I am 'assuming' you have a standing seam roof. Depending on where you are and your carrier, they may or may not deem it cosmetic. USAA is specifically who I am referring to. They recently did away with their cosmetic endorsements, so even dents for them will be covered.
That said, depending on where you were, the roof very well could be fine. I will say that if you are near I35 and you had serious hail, you will likely see that without a lot of effort. It will be significant and obvious. Even so, if you have a bunch of dents all over your roof and its a steep slope, doesn't hold water in the dents, and you don't have any crushed standing seams or 'tears', then it's mostly up to you whether you want to do anything about it.
Any roofers claiming it needs to be replaced better be backing that up with some photos. Judging by your hesitation, I'm guessing they have done no such thing, which is poor form. If I advise a customer to dole out thousands of dollars for an insurance claim recommendation, the least I can do is back it up with a few images of the damage that led me to that recommendation.
