It's not that simple of a beast. I'm in this business so I'm not talking down at you, talking to you.
HEB is the largest independent employer in Texas. Think about that for a minute. They are a top 10 grocer in America and only sell primarily not in all of Texas but mainly central and south Texas.
There are various categories of buyers by the buckets for each aisle and there is a formal process of how many times a year they even review that category
You will need a broker most likely to help rep your product into HEB that already does it for other brands and has credibility with the respective buyer.
Buyers don't want cold call emails or phone calls with the latest greatest product that you and I might have that we "know" they can't live without… you pay that broker a monthly fee to rep you and commission.
You might get lucky and it just be a commission but not usually the case for new brands with no sales history in other retailers.
