Can anyone clarify the 3.5% property tax cap that the legislature passed?

My understanding is that this wasn't the total amount collected by state or city but their actual rate per $100 valuation.

So if the city has a $0.10 per $100 then they couldn't raise it more than $0.1035 per $100 without a vote.

Is there any reason to protest this year if the increase is 40+% of value with a 10% homestead cap? Doesn't seem like it is worth any effort this year.

Every year fighting is worth it, I just leverage Five Stone ; even fighting to get the lowest basis - is better than constantly resetting it higher and higher without fighting it. Every year they have managed to get is reassessed lower.

tax bill wont be as bad as the appraisal. It will still go up though. To grossly oversimplify, anything over 2.5% increase in levy with same tax effort for districts is used to buy down rates. Different, but similar rule in effect of anything over 3.5% for other entities.

The problem is rates. As appraisals rise entities should be lowering rates. If they're not they're screwing you. Show up to every taxing entity meeting and tell them to lower your effing rates. Make sure your district/other taxing entity is lowering your rate on their own accord, in addition to what the state is forcing them to do through HB3/SB2.

Right, so either get them voted out, deprive them of the tax base, or pay your taxes. At some point there's going to be a breaking point for people. I guess just keep paying until they hit it? The only point Im making is that a 50% increase in property value will not result in a 50% increase in tax burden. The leeches thrive on people not understanding taxes, this is just another way for them to do that. "Its not our fault, the property values keep going up"

+ 50% last year, + 46% this year. Current valuation is probably 10-15% above market. I protest every year, and got last year's increase knocked back by a third.

My opinion is that you protest every year, as the 10% increase compounds upward. I have to assume tax rates will be rolled back a bit due to the huge windfall they're striving for this year? This should be a major bipartisan priority, as almost everyone either owns or rents a home or business.

Received ours yesterday. Up $180K from '21. Grateful for homestead exemption capping the hike, but still ridiculous increase nonetheless.

The best thing you can do, is fight or protest your property taxes every year, and then get your neighbors to sign up for a property tax protest company as well --> the more the comps come down easier it is for everyone to lower their taxes. This weekend I am going to put fliers up in our neighboorhood. Sending $$ to Adler and the communist in city council is the last things I want to do.

My mom is trying to protest her property tax. She went for her informal hearing. They gave her four comps that were purchased about the same time hers was - May 2021. All the sales prices are well under her appraised value. They told her that they had to "adjust" the sales price for market conditions. All of those "adjusted" prices are well over what those properties appraised for. What can she do for that? Clearly they have pulled these numbers out of their ass. They gave her a number that would be a $40k discount, but still $113k over what she purchased the property for.

Two things bother me.

Robinhood...this sux and is an unfair tax on our city and citizens. I understand paying a portion into the general fund to help out, but the numbers are staggering. We have had to make cuts in most areas while other deficit schools are building great facilities and giving teachers raises with significantly less students. Such a socialist bull**** play.

Californians...go back to your tired state that you sucked dry and take your woke politics w you! They do nothing but drive housing sky high and bring socialistic (communistic) programs in and elect more dems.

AISD is in a downward spiral right now, and there is little that can or will change to correct the issue.

Student enrollment will continue to dwindle as it is a self-fulfilling cycle. Under paid teachers in HCOL areas leads to poorer performance, and that will amplify the combo of HCOL not being good for families + not being good for education standards.

Those that remain are interested in going to charters, private, or magnet, and normal "public schools" shrink more.

Does anybody have a good firm with prior good results for protesting property taxes?

I have a second home in the area that will not be eligible for any homestead or other exemptions

I don't know how Travis county works, but I've had 2 friends both protest in Williamson county and it resulted in an even higher appraisal.

So here are some interesting items I found out (Travis County):
  • Anyone who had a title change in the last 12 months - is pretty sure the Homestead Exemption got removed. Looks like it was either on purpose or someone messed up in IT
  • If you have filled for a HE - they are taking about 12 weeks or longer to review
  • If you have previously had someone fight your taxes for you - you should check to see if that person is listed as "unauthorized" - seems many who used someone previously that Travis county is now asking for an updated form for representation - please check this ASAP
  • From what I gathered the tax valuation fighting process is going to take longer this year due to staffing shortages and obviously so many seeing their property taxes go up - so expect that

My mom closed on a condo in October 2021 and the assessment was 10% higher than the closing price. I submitted the closing statement and they said market conditions supported the higher appraisal. Wtf

Hate to defend TCAD, but the market is very dynamic right now.

She probably contracted for the sale during the Summer 2021, closed in October 2021, and taxes are based upon January 1, 2022.

It would be an interesting debate with them if the change should be 0%, 10%, or 20%.

Strange times.

Just finished my informal hearing over the phone. 2021 appraisal was for $657k, initial 2022 appraisal was $976k. As soon as I submitted my protest they offered $949k online. Spent about 15 minutes on the phone and got it "down" to $930k. We've got the homestead exemption (and our cap is well below $930k), but maybe this means one less year of automatic 10% increases until our capped value equals the appraised value (probably not since the value is likely to continue increase). I took the $930k since it's highly unlikely I'll get anything more by showing up in person.
