They do it all the time.

Or they punt and say "this is TxDOT's problem" or "this is private property, contact the owner" if you submit something in a shopping center"

People are complaining on seeclickfix about the property owned by COCS where Independence Park on Rock Prairie is going, mainly the construction fabric and tall grass. They said they've referred to that department and closed the issue. Someone wrote another complaint. It looks like a foreclosed property.

Fitch looks like it got a bad haircut but it is much, much better than it was earlier this week. I see it as a "work in progress".

I got a response from COCS regarding Incircle.

This was the only thing that was one page. Ill try and figure out how to download the proposals and contract with Incircle.
