I seem to recall CoCS arguing with First Baptist over that. Developer of the other property was going to front the money for the road adjacent to the new development. City staff were trying to treat the church like a developer and make the church pay for the road adjacent to the church. I believe someone at the city finally realized what a dumb idea that was.
