The building that has the county court often needs holding cells, if not the County jail proper. Courtrooms are better windowless, especially with all the a/v used inside of them.
Which lends itself to a near windowless exterior, punctuated only by such glazing are the judges' offices and the Clerks' offices require.
Now, as a County Seat, if we design the building as office space for the officers of the County, that makes for a design with a central space and well-windowed offices around it. This is much in keeping with the old traditional design.
Which, is also where the recent practice have been in restoring older courthouse buildings. Separate away the blank windowless courtrooms from the original, and both building then benefit.
