Trees get in the line or say a squirrel then the Line Fuse is a one shot device. The Fuse melts and trips out the line/customers that are feed by that Line Fuse. This is what is known as a temporary fault. 90% of the faults on distribution system are temporary faults.
Now if the utility wants to increase their reliability and negate temporary faults then they can install electric devices like Reclosers. What those devices do is they are set to couple of operations say like 3 operations and open up on the 4th operation if still senses fault current.
The 3 operations are to clear any temporary fault and power stays on. You will see the blinks with is the device working to clear the temporary fault. So if it does open on the 4th operation then it's a permanent fault which means you have conductor down, pole down ie something major.
