You do know that this (bullet seating to/from lands) can be accomplished with ANY round, right? This is not specific to the PRC.
Any half ass redneck reloader, even ones living in East TX, can measure distance to lands and seat bullets as desired.
Just when I thought I read everything about the PRC...now its the ONLY round that allows seating in the lands. Lol.
