Like said, its what the locals use for decoys. Not necessarily for divers. They replicate big rafts of coots. Some foks will have a few thousand out on a blind. Only limited by how many you can fit within 360* shotgun range of the blind. Ive seen them work very well for mallards in the right conditions. The birds from the local fields will come to the lake to raft in open water. When the wind is blowing 15+, the jug decoys dance much better than normal decoys because they are so light weight. As I said, they push a stick deep in the mud. If done right, this can make them go under in the waves and pop back up making a big splash. It looks exactly like a flock of coots feeding and popping back up to the surface. When the sun is out, you can see the splashing shining from a mile away. It also holds them in place when the lake floods until the water drops back down.
The down side is, they end up trashing the lake in the end. And the ducks get wise to them and they really suck when the wind isnt blowing.

We have access to blinds but typically end up hugging a tree and only putting out a couple decoys. Depending on who you ask, the lake is public. But it's a mess!!! There's been lawsuits for years with owners VS state, owner VS owner, public vs COE, etc. It covers multiple different parishes and the local government in each parish put their individual spin on things. Then on top of that you have the blind owners claiming their area where their families have had blinds for decades. Turf wars break out, alliances, blind burnings, people hunting the public land between blinds upsetting the blind owners, etc. It gets pretty sporty at times.
