I would go with posting on the "free" craigslist board like others suggested. It's anonymous, it will take care of the problem, and you just might get some entertainment value out of someone showing up to take the chairs. Worst case, they get caught and your neighbor puts them back inside.

We placed a blind near a fence line because deer were crossing from our neighbor to our feeders. We could see a couple of hundred yards down the fence line. My nephew, about 12 or 13 at the time, went to hunt that blind and came back shaken and holding a note. The note said "neighbors don't pooch neighbors".
