I would take my neighbor having that in his drive way over an HOA. HOA's are evil worthless organizations.
As somebody who grew up in a neighborhood without a HOA with houses with that type of stuff (and worse) in their driveway, I'll gladly take my current HOA to that everyday of the week and twice on Sundays. If you have the retired guy who spends his days nitpicking, get on the board and go to the meetings and make a change. I'd much rather deal with an occasional notice that my grass needs to be mowed more than once per week than have a guy rebuilding a car in the driveway across the street from me.

Cat Pee. Wait until a cat pees on them. He'll toss them then.

Toss some lighter fluid and a match on those bad boys and tell him you really graduated from WVU in spirit.

Or, pour some ammonia on it and blame it on a cat.

I have done both sides...trust me...if you are someone who takes care of your stuff...having an HOA is way better than not having one.

its one of those things that you dont appreciate until its gone.
Yep. HOA's are only bad when the people that run them make them bad and when the people that let those run them bad dont' do anything about it.

We didn't have an HOA growing up in our neighborhood. Our neighbor across the street violated several city ordinances when his wife kicked him out of their other house. Apparently she didn't appreciate the fact that the babysitter suddenly turned up pregnant and he was the culprit. Ooops. He and his lovely new bride to be moved into the house across the street, which was a rent house he marginally took care of to begin with. He ran his tree service business out of that house, complete with using the driveway and garage to store things like engine blocks and stump grinders, all of which leaked copious amounts of oil. The yard was relegated to vehicle storage and parking, as was the street in front of his house. It was awesome. So awesome that every single neighbor save for 1 holdout moved within a 5 year period, all of them selling their houses for noticeably less than comparable sales 1/4 mile down the street. All because of this neighbor and his private property rights.

When mom and dad sold the house and moved, they took about a $40k hit on sales price because of him. I know the board is nothing but BMA's, so that probably wouldn't affect anybody here. But it wasn't enjoyable to them.

I have an HOA now, and while they have pissed me off on more than one occasion - given the choice between having an HOA with limited power and who's main purpose is to make sure your neighbor doesn't run a mechanic shop or pig farm out of their home or not having an HOA at all and rolling the dice with the single biggest investment outside of my retirement - I'll complain about the HOA on occasion and contemplate becoming a board member if it gets bad enough all day and twice on Sundays.

HOAs in cities are the bastion of neighborhoods full busybodies where SOME people buy houses they can't afford and don't care about.

Most HOAs rules are already city codes.

As quoted by the great Keegan, most HOAs exist when people pay over market for land to protect inflated value.

Look I completely understand your frustration but i would have zero respect for a man that pulls this **** instead of talking face to face. Passive aggressive behavior in grown adults is sad. Also, would you appreciate your neighbor trespassing on your property?

Or they like to live in a neighborhood that takes pride in the way it looks and wants to keep it that way. Look, I'm not a HOA homer, but I'm also not blind to the advantages of it. Some people don't mind living next to a guy that keeps his Christmas lights up all year while 7 years into a bondo job on a '71 Mustang that's sitting on blocks.

It's ironic that you complain about your neighbor while your lawn can do a little bit more upkeep with the weeds growing in the cracks of your walkway.

thats why I put the disclaimer in the OP. we have a terrible relationship because he is a terrible, trash person. If you knew the whole situation...an anonymous note like this was a much better option than confronting him about it, based on our history.

Freedom from an HOA gets you this sometimes. Security from an HOA gets you a 75 year old retiree who rides around at 1:30 pm everyday and sends you notices about your hedges needing to be trimmed.

Pick your poison.

The problem is that with no HOA you run a significant risk of negative externalities. I'd much rather take my chance with an HOA as opposed to having my property value dwindle because a neighbor decides to turn their driveway into an auto repair shop.

Private property rights
Except on deer leases - in that case you must consult your neighbors to get their permission when installing a deer blind. I mean, it has to be a certain distance away from YOUR fence line after all. Not doing so makes you a butthole who doesn't have any respect for their neighbors nor care to be a good citizen.

Lived in a small town for about 9 years. next door neighbor left trash everywhere and rarely mowed. For over a year a wrecked truck lay in the driveway. City code enforcement looked and replied it was behind the property line and not their concern. When he was foreclosed the banks never/ rarely mowed. After 4 months i took over mowing when the grass and weeds were over 4ft tall. Again, no response from city code.

Give me the HOA. I thankfully got the house cleaned up before i sold and moved.

Befriend him and go to his parties. If and when you're getting ready to sell, use your relationship with him to allow you to mow his lawn and help him put his **** inside his house.

Until then, who really cares? Is it that much of an eyesore that you are seriously worried about it?

I have the same issue except I live in an historic 100 year old neighborhood where homes run the gambit of size and value, but no 2 are the same and have character, but that is a different subject.

Ever see the movie Funny Farm, with Chevy Chase, where they paid the townspeople of act normal so they could sell their house? Same thing I will do.

We have already talked and he will "let me" paint the exterior of his house and get the yard in good order and promises to maintain and keep "normal" until it ours would sell.

In the meantime, I just pick up crap he might leave laying around and he says nothing about it.

So far, it has cost me a case or 2 of really bad beer.

It's an investment of your time that will pay off if and when you sell.

The OP obviously doesn't live in South Texas, those booths would have been gone in an hour, maybe two.

I was remodeling some rental property I have years ago and we took the washing machine and dishwasher out to the front of the house, we loaded the dishwasher and then decided to take a break for a few minutes. Came back and the washer was gone. I have never had to dispose of either a bed or an appliance, I just set them on the curb and they disappear.

The HOA establishes and maintains the desired standards of the market. Nobody over paid for anything. You get what you pay for.

Its only an issue if the city will actually enforce it. The overwhelming majority simply wont though.

You know what was against city code in the town i grew up in? Operating a tree service business out of your house and having engine blocks in the driveway. Didnt make a difference,to our super awesome neighbor as the city did nothing.
