You couldn't tell that hunter numbers are declining by the lottery odds of drawing any western states big game tags. In some areas you will be a very old hunter before you ever draw a quality elk or muley tag. In most cases you will die from old age before you draw any bighorn sheep, mtn goat, or shiras moose tag...
