Post Craigslist ad as homeowner offering them free to anyone that just will come and take them down.

State in the ad that you have a new baby/sick elderly parent/work nights, so they don't need to ring bell or call. They can just take them down.

Set up a solar panel on a timer. Between 10 PM and 4 AM use his light to charge your solar panel. Once the panel has enough juice send the light back (but it will only be a flash).

Its like one of those stupid plastic dancing animals or flowers with a small solar cell. If you ever set one in the shade it doesn't move all the time - only when it gets enough juice.

Whoever said the only thing worse than light is a blinking light is correct - fight fire with fire.

So many suggestions of shooting with bb gun or .22. A much sneakier way to disable them is to buy a strong laser pointer and point it at the lights when they are on. The laser will add heat to the bulb and burn it out. Problem solved and no one is the wiser. You may have to go ahead and burn out all bulbs at the house so he doesn't know that its you.

Bamboo planted on your side of the yard with a proper barrier to keep it from spreading more into your yard and allow it to unfortunately spread under the fence and into his yard.

Pinto beans over the fence and into his yard, they will sprout and be annoying as hell

Get feral cats and throw a bag of feed into his back yard every night, they will never leave and he will have to deal with it

It is possible to build a device that will project sound with very nice accuracy without it being heard by others. I saw a video of one someone used in a big area to convince people that someone was whispering to them but when they turned around nobody was there and nobody else could hear it.

Aim it at his bedroom window. The sound of rattlesnakes rattling and hissing all night long should do it.

This would work even better if you started a rattlesnake farm.
