Have video (yes video, old 8mm tape) at the parents house of a raccoon discovering Dad and I had hooked the bird feeder up to an electric fence charger. That seed thief was last seen breaking assorted land speed records in central Montgomery County headed in a northerly direction.AgEng06 said:

I suspect that coons and squirrels aren't able to climb the "barrel" because of the angle and slick sides. I could see a wayward sparrow getting launched, or maybe even an entire nest, depending on how often it goes off.

For my liking it would need to disperse the feed over a broader area. Where we are located, we have quite a few deer come in and they need a larger area to feed so they aren't running each other off. I could see this working effectively in some of the places in east Texas I've hunted where you only see a couple at a time though. Novel idea though.
