If I understand correctly (I had to look it up since I didn't know where the two dams were) they were built to control flooding in downtown Houston. Since they were built so long ago, there has been a lot more concrete and even more people and homes than anyone could have imagined! You all probably knew all that already, but it certainly amazed me that every time I would drive down to the medical center how much new development was being built further and further north and also west. Almost overnight it seemed!
All along the horrific and as far as I can tell never to be finished construction of 290 etc more and more and more concrete with nowhere for the water to go.
A weather apocalypse like this is so thankfully rare that it would be easy to want to find an outlet for the frustration of dealing with all this terrible flooding and rain, but perhaps taking a deep breath and giving thanks for being able to breathe at all is the best medicine right now. Hopefully going forward solutions and some very painful discussions among citizens and officials will help reduce some of the issues with the bayous and flooding, not just during the super high impact events, but some of the lesser ones as well.
